How to find, ask, vet, and choose a Thai factory to bottle your own purified-water brand — in plain English, start to first delivery.
You are not building a water factory. You are renting one. This is called OEM (or "private label") — an existing, licensed factory bottles water and puts your brand on it.
In Thailand there are dozens of these factories that already have the machines, the licenses, and the experience. You bring the brand and the orders; they do the production. Most of them offer a "one-stop" package, which usually means three things:
From "I want to sell water" to "boxes arrive at my door." Each step feeds the next.
Factories will quote you faster and more accurately if you can answer these up front.

"Pack" (แพ็ค) usually means a shrink-wrapped bundle. When a factory quotes a minimum in "packs," always ask how many bottles are in a pack.
Real numbers vary a lot by factory, volume, label finish, and bottle size. Use these as a sniff-test, then get a written quote.

Drinking water is a regulated food in Thailand, controlled by the FDA (อย. — สำนักงานคณะกรรมการอาหารและยา). It sounds scary; for an OEM brand owner it usually isn't, because there are two separate layers:
The production site needs a food-production license and must pass a GMP (Good Manufacturing Practice) inspection. This is the factory's job and is already done if they're established. You just need to confirm it's valid.
Your specific branded label needs its own อย. serial number (เลขสารบบอาหาร) printed on it. Most OEM factories file this for you, often free as part of the package. Confirm before you commit.
Rough timeline if papers are in order: about 1 month. As an OEM brand owner you normally do not build a factory or hold a production license yourself.
For their site license, a factory registers via the FDA e-Submission system (OPEN ID account), pays an initial assessment fee (~฿3,000), and passes a GMP inspection. Documents include the site map & layout, machine list, water-treatment system details, lab water-quality test results, and a sample label. You don't do this in OEM — but it's good to know what a legitimate factory has already been through.
